W.Va. spill shows vulnerability of water supply; water plants exempt from security regulations

It's a nightmare scenario that became all too real in West Virginia: A chemical seeped into the water supply and threatened to sicken hundreds of thousands of people.
The chemical that contaminated drinking water for 300,000 people isn't one water utilities test for, and before the spill, no standards existed for measuring it in water.
Congress last addressed water security in a 2002 law that required utilities to assess their vulnerabilities. Subsequent efforts to establish security regulations for water systems have gone nowhere.
