About half of the positions created by the state to help people enroll in health insurance plans haven't been filled.
West Virginians for Affordable Care executive director Perry Bryant tells the newspaper that about 80 of these positions have been filled.
Butcher says the state has chosen four companies to provide more in-person assisters. The state is placing an in-person assister in each of the Department of Health and Human Resources' 55 county offices.
Butcher says other workers around the state are helping people to enroll in health insurance. They include navigators, certified application counselors and insurance agents.
