Appeals court returns NYPD stop-and-frisk case to lower court for potential settlement

A federal appeals court has returned litigation over the New York Police Department's stop-and-frisk policy to a lower court for a potential settlement.
Police unions had asked to take over the appeal, but the appeals court said a lower-court judge can decide whether the unions can intervene. The New York Civil Liberties Union says the appeals court's action removes the last hurdle to negotiating a settlement.
Mayor Bill de Blasio says the city would agree to the appointment of a monitor.
