I I-64 EXPANSION PREVIEW
EYEWITNESS NEWS REPORTER KENNIE BASS TELLS US ABOUT THE PLAN ALREADY UNDERWAY FOR INTERSTATE 64
Kennie Bass/Eyewitness News: Every weekday when its time to punch out and head home, this smooth flowing interstate becomes a slow-moving parking lot.
The 3-point-79 mile stretch of Interstate 64 from Nitro to Scott Depot is only two lanes. With three lanes of traffic funnelling down delays are inevitable.
Elizabeth Johnson/Cross Lanes: I'm already trying to think of a new way to get around. I really don't want to have to drive through that every day.
Kennie Bass/Eyewitness News: The Division of Highways is meeting to get a planned interstate expansion off of the ground. The wheels are turning to expand this part of the interstate from two to three lanes in both directions.
Brent Walker/W.Va. Division of Highways: It's been bottle-necked as you said for a long time and it's just now....we need to do something about that to create from Charleston all the way into Teays Valley a six lane section.
Kennie Bass/Eyewitness News: Walker says the centerpiece of the project will be a new truss added to the existing Nitro-St. Albans interstate bridge. But the span is far from the only structure that will have to be renovated to make more room on the road.
Brent Walker/W.Va. Division of Highways: The big Nitro-St; Albans bridge on the interstate is just one of seven structures in that nearly four mile section between Nitro and Scott Depot.
Kennie Bass/Eyewitness News: Construction isn't expected to get started until late In 2015 or early 2016. Once ground is broken it will take about two years to get the job done.
In Putnam County, Kennie Bass Eyewitness News.
THE DIVISION OF HIGHWAYS SAYS THE INTERSTATE WORK WILL BE EXPENSIVE. EACH OF THE SEVEN DIFFERENT PROPOSALS FOR THE PROJECT ALL CARRY A PRICE TAG OF MORE THAN 120 MILLION DOLLARS.
I SAFETY MEETING
NEIGHBORS IN ATTENDANCE TELL US THEY DIDN'T GET MANY ANSWERS... THE HIGHWAY WORKER THERE SAID HE WAS TOO LOW RANKING TO RESPOND.
20 HOMES WERE EVACUATED AND THOUSANDS OF MOTORISTS WERE AFFECTED IN SOME WAY BY THAT SPILL... NORTHBOUND DRIVERS AT THAT LOCATION HAVE TO MERGE FROM FOUR LANES DOWN TO TWO LANES, AND THAT'S BEEN THE CAUSE OF NUMEROUS PROBLEMS... THAT WAS SUPPOSED TO BE TEMPORARY, BUT PLANS TO BUILD A TOLL ROAD THAT WOULD HAVE FUNDED THE REST OF THE PROJECT FIZZLED, AND NOW THERE IS NO PLAN TO COMPLETE THE REMAINING 14 MILES OF THE TWO LANE .. PEOPLE LIVING NEAR THE INTERSECTION AREN'T BUYING IT.
ONE OF THE BIG PROBLEMS HERE IS THE A STEEP TURNING GRADE, WHICH HAS A TENDENCY TO THROW BIG TRUCKS OUT OF BALANCE, ESEPCIALLY WHEN MAKING THE TURN ONTO THE BUFFALO BRIDGE. PEOPLE ALSO COMPLAINED ABOUT LIGHTS THAT HAVEN'T WORKED FOR A LONG TIME.
WORK ZONE SAFETY
THERE ARE USUALLY THOUSANDS OF WORK ZONES AT ANY GIVEN TIME DURING THE SUMMER MONTHS IN WEST VIRGINIA... AND THIS YEAR, STATE POLICE WILL BE STRICTLY ENFORCING WORK ZONE SPEED LIMITS....
THEY WANT TO REMIND YOU TO USE EXTRA CAUTION, AND PAY CLOSE ATTENTION TO WORK CREWS AROUND YOU, AND THE TRAFFIC MANUEVERING THROUGH THOSE ORANGE CONES.
" They're no different then the rest of us they leave their families in the morning give them a hug and kiss they go out to work a hard days work as a traveling motorist we owe it to them and their families to use care and caution when going through these work zones."
THERE WILL BE ALMOST 300 ROAD CONSTRUCTION WORK ZONES ACTIVE UNTIL NOVEMBER.

WV EDUCATION REFORM
IT ALLOWS THE STATE TO MOVE AWAY FROM THE NO CHILD LEFT BEHIND LAW...WHICH STATE LEADERS SAY WILL HELP MORE CHILDREN.
THE U.S. DEPARTMENT OF EDUCATION APPROVED THE WAIVER REQUEST THIS AFTERNOON..
LEADERS IN EDUCATION NOW PLAN TO DEVELOP A NEW ACCOUNTABILITY SYSTEM. THIS SYSTEM WOULD HELP EDUCATORS MEASURE EACH STUDENT'S GROWTH THROUGHOUT THE SCHOOL YEAR.
EDUCATORS WANTED THE WAIVER BECAUSE THEY SAY THE NO CHILD LEFT BEHIND LAW, WAS VERY LIMITING AND DIDN'T MEET THE NEEDS OF ALL TYPES OF STUDENTS.
"teachers in particular have been so burdened with paperwork and so forth for reports that have to go to the federal government this is one of the areas that it will help let the teacher concentrate his or her time more on educating the students for the classroom"
THE WAIVER WILL ALLOW WEST VIRGINIA TO USE ITS OWN ACCOUNTABILITY SYSTEM. EDUCATORS SAY THIS WILL HELP THEM BETTER IDENTIFY STRUGGLING SCHOOLS AND FIGURE OUT WAYS TO HELP THEM.
FALLEN LAW ENFORCEMENT OFFICERS SCHOLARSHIPS
THAT IS THE PURPOSE OF A BILL SIGNED INTO LAW TODAY...
GOVERNOR EARL RAY TOMBLIN JOINED MEMBERS OF THE STATE POLICE BESIDE THE FALLEN LAW ENFORCEMENT OFFICERS' MEMORIAL AT THE CULTURE CENTER TO MAKE SENATE BILL 394, OFFICIAL.
THE BILL HELPS PROVIDE SCHOLARSHIPS FOR DEPENDENT CHILDREN OF LAW ENFORCEMENT OFFICERS WHO DIE IN THE LINE OF DUTY.
"Luckily West Virginia doesn't have a whole lot of police officers that are killed in the line of duty year after year but in the unlikely event that would happen as tragic as that is what good can come of that is that their children left behind will still have the opportunity to be able to get a college education and be able to do the things they want to do in their life
THERE HAVE BEEN 198 OFFICERS WHO HAVE DIED IN LINE OF DUTY IN THE MOUNTAIN STATE.

AT THE HEART OF THE SCAM: A "LEAD LIST" THAT INCLUDED BANK CUSTOMER NAMES AND ACCOUNT INFORMATION.
"They were using the list to charge and withdraw amounts from the consumers' bank account without their knowledge."
POSTAL INSPECTORS DETERMINED SAKS AND 15 OTHERS WITHDREW FUNDS FROM OVER 100-THOUSAND ACCOUNTS - MOSTLY SMALL AMOUNTS TO AVOID SUSPICION.
"The maximum amount we found was $299. But, there were smaller amounts, some less than $100 - $59 dollars and a person may not have challenged them."
UNLOCKING THE CASE REQUIRED AN EXTENSIVE ACCOUNTING REVIEW.
"We examined hundreds of bank account records and we were able to piece together the elaborate conspiracy that it was."
AS INSPECTORS PREPARED FOR TRIAL, THEY CREATED A CHART LAYING OUT THE CASE. IN ALL - 17 PEOPLE WERE CHARGED.
"The "lay of the land" main principle, the people they worked under, how many accounts were involved and the flow of money."
INSPECTORS SAY ALWAYS CHECK YOUR BANK ACCOUNT. IN THIS CASE MANY CONSUMERS GOT MONEY BACK
"Consumers could challenge the charge and if they can't verify it - they will reverse it. Consumer law says you have 60 days to challenge a claim."
ROBERT SAKS IS CURRENTLY SERVING A 17-YEAR PRISON SENTENCE. THE OTHER 15 CO-CONSPIRATORS PLEADED GUILTY FOR THEIR PARTICIPATION IN THE CONSPIRACY.

State Film Office Hosting Workforce Training Seminar
CHARLESTON, W.Va. - A two-day, hands-on workforce training seminar hosted by the West Virginia Film Office will be held on June 22 and 23 in Huntington. Skills training will be provided by the Los Angeles-based company Production Assistant Training Seminar, or P.A.T.S., which will offer skills training for entry level production assistants in the film industry.
Pam Haynes, director of the West Virginia Film Office, says the seminar is a key component for building the state's film industry workforce. "Participants in the workshop will gain a thorough, hands-on orientation and understanding of proper set etiquette and procedures, production paperwork, script breakdown, scheduling, walkie-talkie protocol, film set 'speak', and job search and resume-building skills." Haynes said, "The added impact for our state is, when a region has a skilled labor pool with a strong understanding of the unique needs of the film industry, it becomes a built-in financial incentive for in-state production and particularly for outside production companies because it reduces the burden of having to hire specialized workers from out-of-state."
Lisa Wells, industry relations coordinator for the film office, said "Our goal here is to identify the best avenues to assist West Virginia residents who want to get started in the film industry, or who are currently working in the film industry and want to learn a new skillset, to have access to outstanding training opportunities that will increase their chances to be hired when production companies film in the state."
The West Virginia Film Office encourages a wide range of people to attend, from those already working in the industry who want to brush up their skills to those with zero experience who desire to break into the industry. While the workshop is open to the general public, current West Virginia residents who complete the training will be eligible to become listed in the film office's online Crew and Vendor Directory. "Normally, to become listed, a worker must have one professional credit for a certain skillset," Wells said. "We hope that anyone who has yet to be hired on a production, but has a strong desire to work in the film industry, will take advantage of this program."
Haynes is delighted that the Huntington Mayor's Office of Film, Theatre and Broadcasting, the Greater Huntington Convention & Visitors Bureau and Trifecta Productions have stepped up as co-sponsors of the workshop. "It is clear that a special synergy relating to the film industry is currently taking place in Huntington," Haynes said. "Mayor Steve Williams is spearheading a targeted effort to make Huntington a film friendly location to conduct business. These two companies have joined forces with the Mayor's Office to act on these efforts by actively recruiting the industry to the city."
Production Assistant Training Seminar is considered one of the top traveling training programs in the nation for teaching production assistant skillsets. The lead instructor for the workshop is Gary Fiorelli, who has worked on numerous feature films, including "In the Line of Fire," "The Pelican Brief," "Major League 2," "A Few Good Men," and "The Firm." Fiorelli is also a member of the Directors Guild of America and has worked as an Assistant Director on such films as "The Pirates of the Caribbean" (1 and 2), "Runaway Jury," "Blades of Glory," and "Body of Lies." In his role as first assistant director, Fiorelli recently completed the first season of the Starz original TV series "Magic City."
The P.A.T.S. workshop will begin each day at 10 a.m. and wrap at 5 p.m. at Trifecta Productions, 555 Fifth Avenue. The building is also home to WOWK-TV. Lunch will be provided both days, courtesy of the Mayor's Office and the Huntington Convention and Visitors Bureau. Advance registration is highly recommended due to limited seating in order to maximize attention to each participant.
