The terrorists aim to cause disorganization and panic among the citizens of the USA and it's allies, whether it be through explosions or other means. They can do this even without blowing things up. The raising of the terror alert doesn't specifically mean we're going to be attacked for sure. It just means they have some indication that there might be something going on. It might be that they know that the raising of the terror alert can cause uncertainty, effectively causing panic in the city without matyrdom.
