I think that it is tragic that the infants died but I think that we are responsible for our own pools and the governing of them. You must use reasonable care for safety reasons. I would like to see what the insurance industry does about this. I know that you are not required to have any fencing for above ground pools with State Farm. When we put our pool in that amazed me. In ground pools do require the fencing.

Children drown at beaches with lifeguards, in pools with 2 of water and in toilets. Knowing where your toddler is would have prevented these drownings. No amount of safety equipment will prevent all drownings but adult supervision would. Who lets toddlers out of thier sight in a pool area? This reminds me of the toddler who fall in a gorrila pit at a zoo. The child was unharmed but no one ever questions where were the caretakers of this child? As a mother of three and an aunt of a drowned toddler ( drowning took place in a $10.00 Kiddie pool), I know first hand what it takes to keep them safe. Never, never not know where your child is around water.

I think the use of security devices should be a consumer decision.

Having to purchase those items would drive up the cost of owning a pool and in turn reduce the amount of pool owners. Of course it would make government larger since they would have to regulate pool owners. Pool owners could actually be criminals. Doesn't the government regulate enough? The bottom line is that accidents do happen, it's a part of life, and there is danger in almost everything we do.
