Authorities say speed was a factor in the single-vehicle crash that killed the driver and a Cincinnati football player.
A sheriff's official says the speed limit in that area is 45 mph.
Jones says initial tests indicate the 18-year-old driver had a blood-alcohol level of .056. Ohio's legal limit for adult drivers is .08. Jones says it is .02 for drivers under 21.
The four were returning Sept. 21 from a Bearcats' win at Miami University in Oxford, north of Cincinnati.
