There are a number of places you can go and put up a template-based approach personal web page. This may look a little cookie-cutter - not very individualized - but it is simple for the novice. Your Internet service provider most likely offers a template. When you want to get fancier, you can go to several websites, such as www.webreference.com or www.webmonkey.com. Or, go to www.google.com, type in web hosting, and you'll find hundreds of companies that will web host for you.
What it will cost
To get going, the service can be free. If you go with a free service, you should expect to be inundated with pop up ads, etc. If you want to avoid that, there are services ranging from 10 to 20 dollars a month that will mostly eliminate the pop ups. If you pay someone to design or host the page, the cost will vary, depending upon the quality of service that you will receive.
If you go it alone, you will want to download some software to help. Some will be free, some you can try out for free, and some will cost you from day one. Be careful what you agree to when you download the software. Here's the breakdown of the downloading options:

You can download these programs either for a trial period, or for a fee. The trial period typically lasts about 30 days and is a good way to be sure you want to pay for the program. The fee can range from 10 dollars to 150 dollars.
Bright Idea! Read the full disclosure on each program. The disclosure will tell you what the program might cost, the length of the trial period, if any, information the vendor may collect about you, and whether the program will require certain operating systems. If you don't have the right equipment, the download may cause your computer to crash.
