Paul among top Republicans backing proposal to restore voting rights for some felons

Republican U.S. Sen. Rand Paul is taking an active role in promoting a long-debated proposal that seeks to amend Kentucky's Constitution to restore voting rights for some felons.
Paul applauded a Kentucky House committee on Tuesday for approving the measure. The tea party favorite says "a government of, by and for the people is only possible with a free right to vote."
The bill won a strong endorsement in committee from House Republican Floor Leader Jeff Hoover.
Previous versions have passed the Democratic-led House but died in the GOP-controlled Senate.
The legislation is House Bill 70.
